PRECINCT 1 PROJECT Update

BUILDING Tender
The Committee has received three competitive tender prices and has subsequently established a dedicated tender evaluation panel to review the submitted proposals. All three construction companies, Alchemy Construct, Plan Group and Lyons Constructions actively participated in meetings to present their proposals. During these sessions, they engaged in discussions regarding their proposed methodologies, project timelines, and potential cost-saving opportunities.
Simultaneously, while the tender evaluation process is underway, the Finance, Audit and Risk Sub-Committee is working on refining the financial model that forms the foundation of the Committee's decision-making process. Additionally, this sub-committee is conducting a comprehensive due diligence assessment of each of the tendering parties.
Building Methodology
While the Committee put two building options in the tender documents - a staged and single build option - it has become evident that completing the project in a single build will minimise the time members are in a temporary facility and significantly reduce the safety risk of mixing builders and members. There is further risk of substantial cost escalation if construction was staged over a three-year period. The Committee will confirm this thinking shortly.
Interior Design
Nexus Designs has presented their final concept to the Committee, based on five pillars: Tradition, Identity, Landscape, Functionality and Belonging. A video presentation will introduce the interior designs to members in the next month.
Project Funding
As forecast in the previous two video presentations to members, our Club has not escaped the price escalations in the building industry. The Committee is working with the consultant team and the builders to identify cost saving opportunities whilst retaining the important elements of the project.
Four key elements currently being discussed are:
Removing the three additional bedrooms in the northwest corner of the building (above the Links Room) and retaining the existing 19 room layout.
Constructing the western car park at a later date.
Options for a temporary clubhouse facility.
Assessing alternative materials, furniture and fixtures throughout the building.
The Committee will consider the cost impact of these opportunities.
Next Steps
Upon finalisation of the due diligence and financial modelling work from the Finance, Audit and Risk Sub-Committee, and the recommendations of the Project Steering Group, the Committee will put a proposal to members to borrow funds to complete the project. This will require an Extraordinary General Meeting, expected to be held in December.
